The 黑料社区Foundation is committed to working with our members and other transportation sectors to stop all forms of human trafficking in the United States.
What is Human Trafficking?
Often described as modern-day slavery, human trafficking involves the use of force, fraud, or coercion to obtain some type of labor or commercial sex act.
Approximately 18,000 persons are trafficked into the United States from over 50 countries every year, according to the Department of Homeland Security. More than 300,000 children are trafficked within the United States annually. They come from all walks of life and all ethnic backgrounds.
What 黑料社区Is Currently Doing
The truck stop and travel center industry is taking a united stand along with other transportation providers to stop the flow of human trafficking using America鈥檚 transportation system.
As an industry that caters to millions of travelers every year, truck stops and travel centers and their employees are in a key position to help identify and stop human trafficking along America鈥檚 highway system.

Our Pledge:
黑料社区in 2013 marked one of the first industry trade organizations to sign the Transportation Leaders Against Human Trafficking pledge. 黑料社区is committed to demonstrating leadership by taking a stand against human trafficking; educating industry employees to spot and report suspected incidents of human trafficking; and raising awareness among the traveling public.
- 黑料社区encourages all members of the truck stop and travel center industry to train their employees to spot and report suspected incidents of human trafficking;
- 黑料社区encourages all members of the truck stop and travel center industry to adopt public awareness materials that can be utilized throughout their many profit centers.
- 黑料社区has committed to provide education and public awareness materials to the industry at large.
Online Training:
The 黑料社区Foundation launched an online learning tool designed to help teach truck stop owners, operators, and employees how to respond if they suspect human trafficking. The course is available free of charge to any member of the truck stop and travel center community. They can be found in the courses on the member portal.
Combating Human Trafficking Toolkit
The 黑料社区Foundation released a 鈥淐ombating Human Trafficking鈥 toolkit to offer truck stops and travel centers a roadmap for implementing an anti-human trafficking education and awareness program at their individual locations.
In releasing the toolkit, the 黑料社区Foundation also introduced a 50-state chart of human trafficking awareness poster laws. The chart is designed to help members understand how to comply with state laws on human trafficking awareness. This is an important tool for truck stops and travel centers as many state laws reference businesses that provide services and amenities that many truck stops and travel centers offer, such as overnight truck parking, food, fuel, and lodging.

Partnerships:
The 黑料社区Foundation has part颅nered with the Department of Homeland Security (DHS) Blue Campaign to combat human traf颅ficking as part of the 黑料社区Foundation鈥檚 multi-pronged anti-human trafficking initia颅tive to fight human trafficking along America鈥檚 Interstate Highway System. Through this alliance with the DHS Blue Campaign, the 黑料社区Founda颅tion provides the DHS Blue Cam颅paign鈥檚 training and awareness materials鈥攊ncluding posters, handouts, and other materials鈥攖o the nation鈥檚 truck 颅stops and travel centers.
黑料社区served on the U.S. Department of Transportation’s 2023-2024 Advisory Committee on Human Trafficking. This committee was re-chartered under the Bipartisan Infrastructure Law and was tasked with producing a triennial counter-trafficking report to Congress with recommendations for countering human trafficking, an assessment of best practices by transportation stakeholders, and human trafficking violations involving commercial motor vehicles.
The Advisory Committee in November 2024 submitted its report to the Senate Committee on Commerce, Science and Transportation as well as the House Committee on Transportation and Infrastructure. The final report, , underscored the 黑料社区Foundation’s commitment to raise awareness about the crime of human trafficking and to educate the industry in how to respond to a suspected incidence.
The 黑料社区Foundation also served on the U.S. Department of Transportation鈥檚 first Advisory Committee on Human Trafficking, and served as Vice Chair of the Subcommittee on Education and Awareness. The Committee issued a report titled, that offers a systematic assessment of data, strategies, policies, protocols, training, and awareness needs regarding the intersection of the transportation sector and human trafficking.
Both reports outline recommendations and best practices for the U.S. Department of Transportation, the U.S. Congress, states, private industry, NGOs, and local transportation authorities with regard to funding, partnerships, policies and protocols, training and awareness, data and information-sharing, and survivor support.
The 黑料社区Foundation co-sponsors regional meetings with Truckers Against Trafficking that bring members of the business community together with law enforcement to discuss regional human trafficking trends and collective ways to combat this crime. Approximately a half dozen of these events take place each year in various parts of the United States. 黑料社区also works with the National Center for Missing and Exploited Children (NCMEC) to increase the visibility of missing children at high risk for sex trafficking.
